<p style="text-align: justify;">A team from the University of Bath and colleagues from the UK and USA has shown that Borrelia burgdorferi, the bacteria of Lyme disease is a growing problem all over the world</p>
<p style="text-align: justify;">This bacteria that came from Europe, developed from before the Ice Age. Researchers hope to be able to foresee how this bacterium will continue developing, and discover ways to avoid its increase.</p>

<p style="text-align: justify;">They learned the evolutionary history of the bacteria by examining sixty-four different samples taken from infected people and ticks in Europe and America. The study&#8217;s findings show that the bacteria Borrelia burgdorferi has developed in Europe, originating from before the Ice Age. The species has been present in North America for a very long time.</p>
<p style="text-align: justify;">The researchers suggest that its reappearance in North America in the 1970s occurred after the geographic territory of the tick that carries the bacteria expanded (such as through forests restoration).</p>

Caribbean, Colombia, Bolivia, Mexico, Chile, Brazil, Argentina, Costa Rica, and other countries have reported isolated, although increasing, incidences of the Lyme Disease. The earliest reported case of this disease in Brazil was made in 1993 in Sao Paulo.</p>

<p style="text-align: justify;">England &#8211; Lyme disease in England and Wales: 2007 (as published by the health protection agency June 2008 &#8211; 797 cases identified during 2007.</p>

<p style="text-align: justify;">On September 24, 2007, Afriqu&#8217; Echos Magazine, one of the larger news magazines in Africa, reported on a team of researchers who, from 1990 to 2003, studied the disease in Dielmo, a Senegalese village. They found that over 11% of village Africans have suffered from Lyme disease symptoms and bacteria at least once in their life. The French Institute of Research and Development (the IRD) estimated a rural African area of Dakar and found that this terrible disease was the main common reason for pharmacy consultations after Malaria.</p>

It distributes countries according to the quality of life and optimal conditions for citizens, rather than to their wealth or size of the territory. In their &#8220;Report on Human Development in 2007-2008&#8243; the UNO experts have published the results of their own studies as well as analysis of data of other international and intergovernmental funds and organizations.</p>
<p style="text-align: justify;">The experts have chosen rather common criteria of assessing the level of life and well-being of the country&#8217;s population &#8211; the level of GDP per capita, duration of life and availability of education /judging by the number of citizens who have got any qualification or can merely read and write/. They have also taken into account general democratic values &#8211; the situation with human rights, the right to take part in public activity and the freedom of expression. The level of social protection of citizens in different countries, health indicators, the degree of cultural development of the population, as well as criminality rate and environment preservation are also of importance for researchers.</p>
<p><span id="more-316"></span></p>
<p style="text-align: justify;">On the whole, the rating includes 175 UNO member-states, as well as Hong Kong (having the status of a special administrative district of China) and the Palestinian Autonomy. However, Scandinavian countries all the same occupy the first positions of the rating along with other economically developed countries. The third place is occupied by Australia with the biggest share of people receiving education in the world. Then come Canada, Ireland, Sweden, Switzerland, Japan, the Netherlands and France. The United States have occupied only the 12th position in the rating, Great Britain &#8211; the 16th position, Germany &#8211; the 22nd position, Israel &#8211; the 23rd position. Luxembourg remains the record-holder as regards the level of GDP per capita &#8211; more than 60 thousand dollars per inhabitant annually.</p>
<p style="text-align: justify;">Russia turned out to be on the 67th position, almost enclosing the list of highly developed countries in opinion of the UNO. Last year Russia occupied the 65th poison after losing 3 points as compared to the year of 2005. All the same, Belarus is the only CIS country that has left Russia behind. Thus, Turkmenistan has occupied only 109th position, Moldova &#8211; the 111th position, Uzbekistan &#8211; the 113th position, Kyrgyzstan &#8211; the 116th position and Tajikistan &#8211; the 122nd position. This Central Asian country constantly remains the outsider of the post soviet area. It has the lowest education level and the level of GDP per capita &#8211; 71 per cent and 1.4 thousand dollars respectively.</p>
<p style="text-align: justify;">As one might expect, African countries &#8211; Sierra Leone, Burkina Faso and Guinea Bissau &#8211; have been declared the most unsuitable countries for residence. They have extremely short duration of life &#8211; from 40 to 50 years. Not more than 30% of the population can read and write, and the level of GDP per capita makes up less than 1 thousand dollars per person.</p>

			<content:encoded><![CDATA[<p style="text-align: justify;">The year 2007 has witnessed a spurt in active monitoring of the Indian industry by the various sections of the Government of India especially the Revenue authorities. The increased activism has been in an indirect manner &#8211; by introduction of various forms and formats &#8211; the likes of which the Indian businessman is not been used to. This has made the life of unorganized businessman difficult, not that the life of organized businessman has become any easier!</p>
<p style="text-align: justify;">A general air of apprehension among the business community is visible and this &#8211; coupled with increased costs -is starting to strain the business bottom-lines. Yet we see the rising Mumbai Stock Exchange Index marching in tandem with Banks declaring losses (due to sub-prime) and dollar falling. There is some harmony in these contra-indicative trends and the New Year will make these trends more visible. Let us hope for the best.</p>

<p style="text-align: justify;">The year 2007 also witnessed some classic results from MNC (Multi National Corporations professionally managed companies). Many reported losses or marginal or notional profits except of course a few who are now stressing it out to maintain same or better results.</p>
<p style="text-align: justify;">The human costs have been rising and the trend is gaining strength. It is becoming difficult to find right people and retaining the present force is becoming a task for the managements. Is India following the example of Estonia? A Bird told me that the managers in Estonia wish their teams a good evening when they leave at the day end and standing at the door way, say that they &#8220;hope to see them again tomorrow&#8221;. Despite India having a large base of young, talented, literate, English speaking population, why is this complexity foxing most of the business houses. Typically we are trying to shrug off the problem (though we admit it in close quarters) and we are also &#8211; as usual &#8211; denying the problem itself! But I think the New Year will bring us face to face with this issue of lack of trained and intelligent manpower. Statistically, there is no dearth of skilled people, yet the people do not seem to stick around long enough to finish their jobs! I will personally bet on a corporate training company, if they were to be able to retain their trainers!!! On a more serious note, our firm&#8217;s practice of training the managers to be effective leaders has become a good revenue earner.</p>
<p style="text-align: justify;">Real estate growth has made many a millionaires out of a lot of us in the year coming to a close. Will be retain this status of a millionaire? It is important to book profits from these portfolios of real estate (for those who can) since the actual million is better than a notional one. I see a majority of corporate houses and small businesses riddled with real estate which if not liquidated, is of no use to them in their business. Such investments should be devalued in the books &#8211; including for already troubled banks and financial institutions!</p>
<p style="text-align: justify;">Yet we retain a positive outlook, which, we must! Well, things aren&#8217;t as bad as I make them out to be! We have made more money, we have more business (never mind the receivables), we have higher accessibility of loans, and we are talking more on the mobile (&#8217;cause the land lines still don&#8217;t work) and we are traveling more by air. Some reasons to cheer us up.</p>
<p style="text-align: justify;">Well, I am back from my early holiday, as I did not want to get stuck at the airport. So I will be waiting for the new year in my warm home hoping to bring us all closer to the reality so that we can take on the challenges while consciously being aware that we have started the journey on the Indian road of development which is hard at some places, soft at others, and there may be need to build a few more roads as we traverse on our paths.</p>

It all started from small towns called Haapsalu, Parnu and Kuressaare. Their most important resource was a mud that has healing power. But how did things look like during Soviet times? What kind of meaning had &#8220;spa&#8221; and &#8220;resort&#8221; back then? 20 years ago there were no places called &#8220;spa&#8221; in Estonia. But we had sanatoriums, therapeutic vouchers, radon and bromine baths, staff of sanatoriums wearing white smocks, and shows by &#8220;foreign&#8221; performers taking place in resort clubs. Sanatoriums were popular and people went there usually for weeks. With the aim to be a healthy and useful citizen for their country, of course.</p>
<p style="text-align: justify;">Every citizen of Soviet country had to be strong and healthy &#8211; contributing to the health of its people was one of the most important functions of national social system. Establishing, rearranging, and expanding the network of sanatoriums, holiday homes, and guesthouses was regulated by different regulations. The process was coordinated by an institution which might be translated like &#8211; Estonian Republican Council of Union of Governing Resorts.</p>

<p style="text-align: justify;">Through Unions workers were provided Holiday Vouchers. These were for free or with 30% self-payment. There were different kind of vouchers &#8211; for therapeutic and holiday use, for families and just for mothers with kids. In 1988 there were several sanatoriums in Parnu, Haapsalu, Kuressaare, Narva-Joesuu, Varska, and holiday homes in Vosu, Pühajarve, and Laulasmaa. Due to re-independence many projects of resort development were stopped. For example holiday home in Laulasmaa was planned to re-build as a sanatorium of heart and blood vessels diseases.</p>
<p style="text-align: justify;">Sanatoriums back then were specialized &#8211; some for digestive diseases, some for bone and joint diseases, or peripheral nervous system, gynecological diseases and so on. People from countryside were not used to visit holiday homes &#8211; they wanted to get sanatorium therapies. Therefore majority of holiday homes were restructured to sanatoriums.</p>
<p style="text-align: justify;">The most popular treatments were mud, seawater, peat, radon, pine-extract, salt, iodine, and bromine baths. But also therapeutic showers, carbon dioxide and pearl baths, stretching, ozokerite and paraffin therapies, and physiotherapy.</p>
<p style="text-align: justify;">As people spent weeks in sanatoriums, there were always entertainment and leisure time opportunities. Larger sanatoriums had their own clubs with concerts, lectures, evening with dance and poems, chess competitions etc. Sanatoriums had usually skiing centers, but also playgrounds and volleyball or basketball squares.</p>

It&#8217;s going to be an explosive start to the month of June 2007, for there will be a soccer friendly between mighty Brazil (current FIFA ranking: 2nd) and floundering England (8th) on Saturday 02 June 2007. England have defeated Brazil only three times in 21 games dating back to 1956, and the last win was seven games ago in 1990. The last time both sides met was in the World Cup quarter-finals in Japan in 2002, when Brazil expertly won 2 &#8211; 1.</p>
<p style="text-align: justify;">Following that, the England squad will fly out for a do-or-die Euro 2008 qualifier against Estonia on 06 June 2007. Right now, the birthplace of modern soccer, England, is lying precariously in fourth in Group E, two points behind leaders Croatia, who have a game in hand. England is level on 11 points with outsiders Israel and Russia, and Estonia is pointless so far. But mark my words, for this friendly game is anything but that, as a few controversies have already plunged the English squad into disarray.</p>
<p><span id="more-282"></span></p>
<p style="text-align: justify;">The biggest controversy to surface so far is undoubtedly the recall of ex-England captain David Beckham, better known as &#8220;Golden Balls&#8221;. And this took place a mere 11 months after being dropped by England boss Steve McClaren following a disappointing World Cup campaign last summer in Germany. This U-turn decision is surely McClaren&#8217;s biggest since taking over from predecessor Sven Goran Eriksson, who stepped down from his post acrimoniously. In all honesty, Beckham has been in sparkling form for club side Real Madrid, helping them to a glorious chance of winning the La Liga title, with two games remaining as of this writing. Real is currently level on points with defending champions Barcelona but lead the table with a better head-to-head record.</p>
<p style="text-align: justify;">Brushing aside criticism that he had been swayed by public opinion to recall Becks, McClaren rhetorically said, &#8220;I have looked at David since the New Year and watched him very closely. He looks very fit, the fittest I have seen him for a long, long time. The only thing that will help me to get the support of the fans is to win football matches. That&#8217;s why I brought David Beckham back.&#8221; The recall came in spite of public, open opposition coming from England&#8217;s Number 2 Terry Venables. But the inclusion of Becks, who has astutely turned down all interview requests regarding this matter, could not have come at a better time for him as he will be on 96 England caps if he plays against both Brazil and Estonia, putting him four short of the coveted 100-cap mark. Strangely, with Becks likely to play at right-midfield, McClaren will have little choice but to lump both Steven Gerrard (Liverpool) and Frank Lampard (Chelsea) together as central midfielders. In the 10 soccer matches where they have played side-by-side together, England was never convincing despite winning seven of the 10 games. It is little wonder the recall has been the source of much derision from pundits.</p>
<p style="text-align: justify;">With striker-in-chief Wayne Rooney (Manchester United) suspended this Saturday, McClaren has called up a total of four strikers but it appears that England cannot stay away from controversies even in attack. This is how the four have fared:</p>
<p style="text-align: justify;">1) Peter Crouch (Liverpool): England record: 17 caps, 11 goals (5 under McClaren). Club record for Season 2006 &#8211; 2007: 49 appearances, 18 goals.</p>
<p style="text-align: justify;">2) Michael Owen (Newcastle): England record: 80 caps, 36 goals (0 under McClaren). Club record for Season 2006 &#8211; 2007: 3 appearances, 0 goals.</p>
<p style="text-align: justify;">3) Alan Smith (Manchester United): England record: 16 caps, 1 goal (0 under McClaren). Club record for Season 2006 &#8211; 2007: 18 appearances, 1 goal.</p>
<p style="text-align: justify;">4) Jermaine Defore (Tottenham Hotspurs): England record: 24 caps, 3 goals (2 under McClaren). Club record for Season 2006 &#8211; 2007: 51 appearances, 18 goals.</p>
<p style="text-align: justify;">Astonishingly, all signs from training sessions indicated that McClaren will drop &#8220;prolific&#8221; striker Crouch to the bench in favor of an off-color Owen in a one-man attack. This is in no uncertain terms a remarkable strategy given that Owen has had a mere three club appearances under his belt this season following a lengthy lay-off owing to injures.</p>
<p style="text-align: justify;">Looking at the rearguard, the English defense provided no relief for McClaren either as he has to cope with the absence of his regular defensive stalwarts: Gary Neville, Rio Ferdinand (both Manchester United), Ashley Cole (Chelsea), Jonathan Woodgate (Middlesbrough), Michael Dawson (Tottenham Hotspurs), Wayne Bridge (Chelsea) and Micah Richards (Manchester City). John Terry (Chelsea), named captain of the England though Becks has returned, remains the only fit first-choice defender remaining. In view of this, McClaren will be forced to play mix-and-match at the rear, with Jamie Carragher (Liverpool) and Wes Brown (Manchester United) vying to partner Terry in central defense. Meanwhile, with a vacancy available at left-back, Reading&#8217;s Nicky Shorey looks ahead to complete a remarkable six-year journey across London from minor club Leyton Orient to Wembley Stadium,. Providing Shorey gets the nod, he will become Reading&#8217;s first England international in more than 100 years.</p>
<p style="text-align: justify;">Will Becks flop in this recall to the England set-up? Will McClaren kiss goodbye to his England job and thereby plunging the English FA into yet another embarrassing situation? Against the hot, spicy samba boys of Brazil, are we staring at a massacre for England? Folks, it would next to unthinkable to witness an English defeat at Wembley Stadium, which reopened to competitive soccer games merely weeks ago. In fact, this game against Brazil will mark the first international soccer match at Wembley since its reopening. With such an explosive, controversial build-up to this &#8220;friendly&#8221; match, you can bet your last penny &#8211; not that I advocate that you get involve in soccer betting &#8211; that journalists will have a field day should anything go awry for McClaren and his lads. So, hands up, if you are a firm supporter of England, but don&#8217;t forget to keep your fingers crossed at the same time.</p>

			<content:encoded><![CDATA[<p style="text-align: justify;">In many countries around the world a fixed exchange rate regime is in force, which supports not only the stability of the local financial system but simplifies currency transfers as well. In general, a fixed exchange rate (also a pegged exchange rate or a currency peg) means that the local currency value is pegged to the value of another currency or a currency basket. Most often this is a so-called &#8220;hard currency&#8221; like the U.S. dollar or the euro. Important from a currency transfer point of view is that no foreign exchange rate will be applicable in the transfer and the recipient will receive the same amount of money, minus fees and commissions, but converted in his/her local currency.</p>
<p style="text-align: justify;">Various types of currency pegs are known; however, it is irrelevant to the average client of money transfer services. As mentioned above, most pegged currency regimes involve the use of a hard currency as a &#8220;base&#8221; currency to which the local currency is pegged. In addition, there are some countries where a foreign currency is adopted as official national currency. Experts call this process dollarisation because such a process initially involved the U.S. dollar as a currency replacing the local ones.</p>

<p style="text-align: justify;">The most well known cases of dollarisation are Panama, Ecuador and El Salvador where the U.S. dollar is an official currency but you would be surprised how many countries have pegged their currency to the dollar. Those currencies include the Bahamian dollar, the Cayman Islands dollar, the Lebanese lira, the United Arab Emirates Dirham, the Chinese Renimbi (yuan), listing only the most prominent ones. Several countries, not only in Europe, have pegged their currency to the euro. Among them are Bosnia and Herzegovina, Bulgaria, Estonia, Lithuania, Latvia and Morocco.</p>
<p style="text-align: justify;">For a sender or a recipient sending money that will be converted into a pegged currency means that both parties will avoid conversion, assuming that the currency transfer is denominated in the same currency as the currency to which the home currency of the recipient is pegged to. If you are sending a certain amount of euro from Germany to a bank account in Latvia, the recipient will receive the same amount converted to his/her home currency, the Latvian lat, without any losses due to foreign exchange rates. However, you cannot avoid bank fees related to the transfer.</p>
<p style="text-align: justify;">On the other hand, you should bear in mind that a pegged currency fluctuates in conjunction with the currency it is fixed to. For example, if you are sending British pounds to Estonia it is a good idea to wait for a moment when the pound is extremely strong against the euro. This will allow the recipient in Estonia to benefit from the stronger pound and receive more euro, more money in the local currency, respectively. This is a two-way process so wait for the British pound to weaken against the euro if you are waiting to receive a currency transfer, which is to be converted from euro into pounds. However, you will have to temporise until the pound restores its positions against the euro to benefit from the overall transfer.</p>

			<content:encoded><![CDATA[<p style="text-align: justify;">Marriage has been changing in Europe since fewer people feel a need to formalize their relationship.</p>
<p style="text-align: justify;">I read a blurb today put out by the European Union (consisting of 27 nations) stating that the number of children born out of wedlock has doubled in the last twenty years. The country with the highest out of wedlock birth rate, 59%, is Estonia. Since I am originally from Estonia I was very interested in this statistic.</p>
<p style="text-align: justify;">It was in the summer of 2009 that I last visited Estonia. There I met parents in their twenties and thirties who definitely fit this trend. They saw little need to get married. Yet both parents were living with their children and were devoted to raising them together.</p>

<p style="text-align: justify;">I would be very interested in knowing how many of these out of wedlock children were being raised in a two parent family. One of my cousin&#8217;s children shared that he and the mother of his two children were thinking of getting married. It was not because they felt they needed to for their children but rather that they wanted to make that commitment to each other.</p>
<p style="text-align: justify;">A few years ago I knew a couple from Germany who came to the States for 2 or 3 years. They had gotten married when they came to the US in order to be able to be on the same health plan and they feared that here their children would be stigmatized if their parents were not married. They saw no need to marry in Germany because there was no stigma to not being married. What mattered to them was their commitment to each other and to their two sons.</p>
<p style="text-align: justify;">For me getting married was a personal, spiritual and legal commitment that my husband and I shared. Yet I feel strongly that ultimately what really matters is the emotional commitment that couples make to each other and to their children.</p>
